Development Charges Deferred for 425 Highview Drive

Huntsville Council approved the request to defer development charges for 425 Highview Drive in the February 27, 2023, meeting.

Developer, Teresa Oliver, indicated they are still trying to finish the affordable housing building. There are delays they are hoping will be no more than six months, due to trying to get Hydro One to connect the electricity. She added, “Once it’s in we will be good for all five buildings.”

Mayor, Nancy Alcock, inquired about a completion date, having noticed the first building “moving right along” upon driving by the site.

Oliver replied that “it depends on Hydro One.” She said they received the transformer that allows connections to the building over a week ago and have had electricians “push through the process.” However, they need the substantial completion from the architect once the hydro is hooked up and can’t get it until there is electricity in the building.

Oliver added, “You can’t get occupancy without electricity, so you can’t get an occupancy permit without the lights on.”

Councillor, Helena Renwick, inquired about the need for a six-month deferral if hydro is expected to be hooked up within a month.

Oliver clarified the process as having various levels to go through. She said, “Construction first, then you get money from the lenders, confirm the work is complete, issue completion in the paper. The time period is sixty days, then funds are released. So, a minimum of three months.”

Council amended the agreement to provide the development an extension of up to twelve months.
