District Finance and Corporate Services Committee approves a 48% pay increase for Councillors

The District of Muskoka’s Finance and Corporate Services Committee approved a 48% pay increase for District Councillors, in the February 25, 2025, meeting.

According to the staff report, the increases are “to reflect the responsibilities and accountabilities of Council roles and to attract strong qualified candidates to local government.”

Director of Human Resources, Catherine Glover, indicated the increase would be consistent with the average pay in comparable municipalities, such as Niagara Region, Simcoe County, Wellington County, and Oxford County.

If approved by Council the increases will take place over 4 years, with Councillor’s pay going from the approved rate of $28,330 to $41,930, Deputy Chair increased by 42.4%, from $36,362 to $51,782, and the Chair by 27%, from $107,930 to $133,155.

The report adds that the initial review included Council approval for “an annual stipend for Committee Chairs of $2,000.”

Committee members discussed that the rate still keeps them in the middle range, that it’s important to attract quality candidates and fresh ideas, and that changes in politics makes the position more demanding and time consuming given that many are balancing it with other jobs.

They all agreed with the increases, except Scott Morrison who believed it was too high.

Morrison said, “I just look at optics, the cost of living where people are really struggling, and the increase is significant… I’m struggling with the decision and having a tough time being in favour.”

Peter Koetsier suggested that although there are no set hours the job has changed over the years. He joked that maybe they can reduce the current 23 members of Council to compensate for the cost.

Terry Glover suggested that salaries are competitive. He said, “Salaries have risen dramatically and that’s, that’s just the way it is.”

District Chair, Jeff Lehman, expressed the importance of compensation and the value it brings. He added that a net average of $3,000 a year per Councillor is a reasonable request.

Morrison held steadfast to his concerns about the amount. He said, I guess I agree that it has to go up. I just maybe don’t agree with the number.”

District Councillors will vote on the recommendation in the upcoming meeting on March 17th.
