Dwight Library and Community Centre renovations $1,762,520.00 over budget

Lake of Bays Council approved the Dwight Library and Community Centre renovation award $1,762,520.00 overbudget, in the October 8, 2024, meeting.

In a report by Superintendent of Parks and Facilities, Scott MacKinnon, staff issued a Request for Proposal for the project and received three proposals. They recommended awarding the contract to Davicor Construction Incorporated, at a cost of $2,162,520.00.

The report continues that $400,000 was allocated for the project in the Township’s 2024 budget.

It adds that the construction reflects the Township. It indicates, “This includes not only the work that each contractor can provide to the Township but the detail that represents the high-quality work which [the] Township is accustomed to.”

$1,762,520 plus HST is still needed to complete the project, continues the report. It adds, “Staff will be looking for funding opportunities as we move forward with this project.”

Council members inquired about the type of funding opportunities that would be available for the project.

Staff advised that federal and provincial grant opportunities are available. They are considering one that is in the form of payment installments to help as the project progresses, provided it’s approved as viable.

They added that the library has raised $250,000 so far, and has $200,000 in pledges, and will continue to fundraise.

Mayor, Terry Glover, inquired, “If it falls flat, what’s our plan?”

Staff advised that the Township would have to borrow.

Glover indicated that Councils in other Municipalities were able to cut building costs by changing structures such as windows.

MacKinnon said they have to accept the proposal package “in it’s entirety.” He said the library renovations must comply to the Ontario Disabilities Act.

Councillor, George Anderson, inquired about whether the library has an “understanding” with council about funds and how they are used.

Staff said there is no funding memorandum, however, there are rules about funding going to the specified needs.

MacKinnon added that the municipality will be responsible for the building structure and environment, and the library will manage “the soft stuff,” such as shelves, desks and so on.

Glover said, “I just think this is very, very important for our Township.” He expressed that he’s pleased that it will move forward “and we will proceed to get it funded.”
