Huntsville Council approves a $42000 increase for new Fire Department Tanker

Huntsville Council approved a $42,000 increase for a new Fire Department Tanker, in the November 27, 2023, meeting.

According to the report by Fire Chief, Gary Monahan, last May staff recommended that Council approve the request for a new Tanker for the Port Sydney Fire Station.

Staff were permitted to proceed with the Tender with a budget of $650,000 to replace a 2004 2500-gallon Freightliner Tanker/Pumper to be taken from the Fire Capital Reserve.

Staff received two quotes. One was for $679,624 plus taxes, for a total of $692,000, which is $42,000 over budget, with a delivery date in March 2024. The second quote was $90,000 over budget with an estimated delivery of 600 days.

Staff recommend the first quote, increasing the original budgeted cost of the Tanker by $42,000.

In the meeting, Monahan said, “It’s a good opportunity but according to the report we’re $42,000 shy.”

By the end of this year the Fire Capital Reserve is estimated to be $682,938, from $946,000 in December 2022. In 2024 it is estimated to be in the negative.

Staff request that the cost be included in the 2024 Draft Capital Budget.

Councillor, Monty Clouthier, supported the increase. He said, “I just think this is a no brainer. If we can have it in March, it’s definitely a win-win for us. We’ll find the money somewhere.”

Councillor, Helena Renwick, said, “I wouldn’t say it’s a ‘no brainer.’ It’s $42,000 on my brain power.” She inquired about whether the Town received an insurance reduction upon replacing fleet.

Monahan replied that there wouldn’t be a reduction unless the trucks were over 20 years old. He said, “Once you get to 20 years on your frontline or apparatus with water pumps then that’s when you start to see an increase in insurance costs. So, if your apparatus are older than 20 years that’s when you start to get into trouble.”

He adds that this is the right timing for changing the truck. “If we had to go with another supplier, we would be into 2025. So we’d be 21 years on that truck.”

Renwick inquired about whether there would be a significant increase or decrease in insurance if the Town didn’t purchase the new truck next year.

Although he wasn’t aware of the exact rates, Monohan said, “It could become an issue if you were to have a lot of vehicles go past – beyond the 20 years.”
